Proposal Manager

The Proposal Manager enforces corporate branding standards at all times and protects the branding requirements of our partners and subcontractors as well.
The Proposal Manager is responsible for the independent development and production of qualifications, proposals, award submittals, presentation materials and other various proposal and marketing related collateral.
The Proposal Manager oversees, directs and QCs the work of the Proposal Coordinator and/or Proposal Administrator assigned to their SOQ or proposal effort.
The Proposal Manager also assists with brochures, trade shows and other business development efforts.
What You'll Do:
While assigned to a prospective pursuit effort, the primary responsibility of the Proposal Manager is to support the Proposal Team by controlling the development of qualifications documents and the technical volume of the proposal to ensure on time completion of a compliant document. They are responsible for ensuring the entire qualification/proposal document, are compliant and included in the submittal. The job activities are divided into the following activities: Early Preparation Work, Proposal Development, Production and Post-Production Activities.
I. Early Proposal Activities
  • Analyzes and interprets Requests for Information (RFIs), Requests for Qualifications (RFQs), and Requests for Proposal (RFPs) to identify requirements for the entire proposal submittal;
  • Develops the qualifications or proposal compliance matrix and summarizes the Evaluation Criteria, which are used to guide the proposal team during proposal development;
  • Determines the schedule for development of the proposal submittal and coordinates milestones (section due dates, reviews, production, etc.) with the overall pursuit schedule, which is developed by the Design-Build Manager/Sponsor/Lead Estimator;
  • Participates in initial Proposal Kick-off Meeting by reviewing the compliance matrix, evaluation criteria, table of contents, and proposal development schedule with the team;
  • Works with Design-Build Manager/Sponsor and team to identify writing assignments;
  • Facilitates Strategy- to-Win sessions for the proposal. Prepares Proposal Strategy Document and Win Themes for authors to incorporate into their sections;
  • Researches company experience using internal databases and past proposals to provide go-by material for the team;
  • Coordinates the proposal schedule and production requirements;
  • Ensures SharePoint database is established and provides the outline for the structure of the database.
II. Proposal Development
  • Works with the Design-Build Manager/Sponsor/Lead Estimator to lead the development of the preparation of responses to RFI's, RFQ's and RFP's;
  • Works with the team to ensure all proposal development durations and milestones are incorporated within the SOQ or proposal production schedule;
  • Conducts the "Writers Workshop" and regularly provides functional guidance to proposal authors;
  • Has responsibility for ensuring various Skanska entities are informed of the need to complete forms and establishes schedules for their completion;
  • Monitors progress of completion of forms and completes final quality check of the forms before incorporation into the final document;
  • Organizes and documents communications and meetings with authors;
  • Interacts with authors to check their progress, ensure compliance, and keep the Design- Build Manager/Sponsor and department manager informed about status of progress on sections, adherence to schedule, and quality of composition;
  • Works with the graphic designer to prepare proposal content design and layout including project descriptions, descriptions of functional capabilities, and resumes;
  • Supports proposal reviews including managing the collection, assembly, and distribution of draft materials, participating in reviews of draft documents, and incorporation and distribution of comments to authors;
  • Organizes and facilitates color reviews;
  • Ensures that color reviews address compliance issues and that proposal sections have incorporated strategy elements and win themes adequately;
  • Collects, compiles and distributes color review comments and follows up on their completion;
  • Participates in the response to the final reviews; edits content for proper grammar, logic, and readability; and polishes document to incorporate missing strategy elements.
III. Production and Post-Production Activities
  • Responsible for and oversees final printing and assembly the SOQ or proposal;
  • QC of final printed and electronic copies;
  • Ensures appropriate delivery methods and contingencies have been secured to submit the SOQ or proposal by its deadline;
  • Responsible for distribution of internal copies to designated team members;
  • Responsible for maintaining proposal files, including library copies, CDs, Archives, and input into the Share Directory of classic graphics and topic write-ups;
  • Responsible for closing out each proposal;
  • Between proposals, contributes to the development of marketing collateral to support sales efforts by obtaining and incorporating ongoing project information into marketing databases;
  • For pursuits that require interviews:
    • Responsibilities include creating the interview prep schedule with the lead interview coach;
    • Work with the Design-Build Manager/Sponsor to assign coaches;
    • Create the presentation materials (boards, PowerPoint presentations, placemats, name tags, etc);
    • Attend all interview practices and assist the coach with Q&A, situation practices, presentation practices and provide feedback;
    • Pull previous Q&A lists, and situation practices as starting points for the team.
Except as otherwise provided, the Proposal Manager works independently in analyzing information and exercises discretion in creating the proposal document.
We're Looking For:
  • Proficiency in desktop publishing, presentation and other marketing related software, including Adobe CC, including InDesign, Illustrator and Photoshop, Microsoft Office Suite, Outlook, SharePoint, FTP sites, video conference/sharing and other marketing-related applications;
  • High level understanding of construction and/or engineering industry;
  • Functions effectively as part of a team;
  • Ability to work with upper management within Skanska and with other companies;
  • Ability to maintain discretion and confidentiality at all times;
  • Excellent skills in time management, organizing, writing, proofreading and editing;
  • Ability to multi task and meet aggressive deadlines;
  • Strong writing skills including an understanding of the elements of style and English grammar;
  • Ability to plan, coordinate, and organize one's own and other's work schedules and products;
  • Ability to communicate and work effectively with joint venture team members'/marketing leads to ensure each entity is compliant where needed in the technical proposal;
  • Ability to focus people, deal effectively but calmly with others, and explain proposal concepts to help team members understand their responsibilities;
  • Ability to be proactive in the data collection process and identify areas needing additional support early in the process;
  • Four-year business or technical degree or equivalent combination of education and experience in the construction and/or engineering industry with a similar high volume environment;
  • Minimum 6 years of prior marketing experience in construction and/or engineering industry in similar capacity desired;
  • Experience with design-build and/or P3 proposals is desired;
  • Experience with technical writing in an Engineering environment preferred;
  • Experience understanding and working with Primavera P6 schedules (does not need to be proficient with the software);
  • Preferred to be an active member of Society for Marketing Professional Services (SMPS) and/or Association of Proposal Management Professionals (APMP).

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
